Woollen, Molzan and Partners (WMP) provided the architectural design for the $57.5 million Wabash Valley Correctional Facility Maximum Security Prison, Carlisle, IN. These services included the master plan, programming assistance, schematic design and design development. Following design development, WMP became the Design Manager for the project.
As the Design Manager, WMP coordinated 25 design and specialty consulting firms to complete the 366,000 square foot facility. The project was constructed on a fast-track schedule and was developed as a prototype for future prisons in Indiana.
The campus-style correctional facility was the first all-new correctional complex to be built in Indiana in this century. It adjoins a 1,120-bed medium security prison. Access between the two prisons is through a sally port in the service zone between them.
In addition the project included cook-chill kitchen, laundry, prison industries building, large warehouse, vehicle maintenance building and three buildings housing offender services, security and health administration and receiving/release.
The food service, laundry and pedestrian and vehicle maintenance building are inside a common security perimeter. Central Administration, warehouse and maintenance buildings are outside the perimeter. Between them, the two prisons house over 2,000 inmates.
Woollen, Molzan and Partners initiated the project by providing an overall site master plan and space program. After completing the design process through design development for the entire facility, WMP provided design management for the preparation of contract documents by eight architectural and engineering teams. WMP was the leader of one of these teams and prepared the contract documents for the maximum security housing. WMP’s role as Design Manager also included coordination with Kitchell CEM, Phoenix, AZ, the Program and Construction Manager. During Construction, WMP provided construction administration oversight.
